Texas’ 38th District is the newest Congressional district in the state of Texas. It is located in northwest Harris County, and makes up about 18% of the county’s total land area. It includes significant portions of Tomball, Cypress, Jersey Village, Katy, Klein, Memorial Villages, and some sections of the city of Houston.
